The former Syracuse Developmental Center is located at 800-802 South Wilbur Avenue in the City of Syracuse, Onondaga County, New York. The Property, which is owned by the City of Syracuse and who acquired it in 2019 due to tax delinquency, consists of two parcels both currently zoned as residential. According to Social Networks and Archival Context (SNAC) the Property was utilized by Syracuse State School as a psychiatric hospital for children between approximately 1860 and 1970 (https://snaccooperative.org). Prior to 1860, the Property was agricultural land. In 1970 the current building was constructed as the Syracuse Developmental Center involving residential use between 1970 and 1998. In 1997 limited renovations were performed to convert part of the main building into offices and storage space. Reportedly, part of the Property was used as a day care or school in the 2000s. The Property is currently vacant. A drone survey of the exterior of the building was conducted by the City of Syracuse in 2021 and showed generally poor building and roof conditions. Given the 1970 construction date there is potential that the building contains RBMs including ACM, LBP, PCBs, and universal wastes. Given the poor building and roof conditions there is also potential for water infiltration which could result in mold growth.
