This Site is located on the western portion of Wisconsin Point in Superior, Douglas County, Wisconsin, and consists of an approximately 14-acre parcel. The Site contains two vacant residential dwellings in the western portion and public recreation areas in the remaining portions. A former underground storage tank (UST) basin is located south of the dwellings. Burial grounds are reportedly located in the central and eastern portions of the Site. A Phase I ESA was completed for the Site and the northwest adjacent parcel by the Bureau of Indian Affairs, Midwest Regional Office in 2009. No recognized environmental conditions (REC) were identified. The Phase I indicated the Site was initially developed in 1912 as a US Coast Guard Lighthouse Station, and the dwellings were constructed at that time. A burial ground was identified at the Site in 1918, and additional burial areas may be present throughout the Site. The Site and the adjacent property were used as a Navy Reserves training area from at least the 1950s, with operations including the use and storage of hazardous materials, drums, vehicles, equipment, and batteries. Three USTs were located on the Site and were removed in September 2001. Soils from the UST basins were reportedly field screened and did not indicate the presence of significant petroleum impact, but the locations of the former UST basins or the contents of the USTs were not identified in the Phase I ESA (Bureau of Indian Affairs, 2009). Asbestos-containing material (ACM) and lead-based paint (LBP) surveys were completed during the Phase I ESA and identified asbestos in vinyl flooring and lead paint on several walls in the vacant residential dwellings. The Fond du Lac Band of Lake Superior Chippewa has requested assistance from EPA to complete soil and groundwater sampling to evaluate the presence or absence of contamination at the Site. In addition, this investigation will include a hazardous and regulated building materials survey to evaluate the presence of ACM, LBP, mercury, and/or polychlorinated biphenyl (PCB)-containing equipment in the site buildings. The site redevelopment plans include demolition of the vacant structures.
