Former Use: The property was formerly a convent and a McDonogh school site that has been vacant for a significant amount of time, which has attracted crime and created blight at a major neighborhood intersection. Based on the age of the structure, lead-based paint and asbestos are suspected in building materials. Additionally, based on the early development of the area, environmental assessment of the site and applicable surrounding sites is warranted to identify any potential environmental concerns associated with historical operations. A Phase I ESA was completed under LDEQ's TBA Program in October 2023 (the report can be found here: https://edms.deq.louisiana.gov/app/doc/view?doc14010610). No RECs were identified; however, asbestos and lead-based paint are a concern based on remnant building materials onsite. Potential developers are planning to work with LDEQ and EPA to conduct asbestos and lead-based paint inspections prior to redevelopment activities.

Planned Reuse: Redevelopment plans of the site include construction of 34 multi-family rental apartments in 2 buildings (two story townhome and one to three story multi-family). This project will reenergize a currently vacant piece of property along a historic corridor in New Orleans providing much needed affordable housing. In addition to housing, the plans include a community greenspace for the development and the surrounding community. Approximately 75-80% of the units will be set-aside for low-income households. Additionally, the developer is including local DBEs in the construction process to generate jobs for the local community. Located in the Esplanade Ridge Historic District, the developer is working with the New Orleans Historic District Landmarks Commission to ensure the site plans conform to design guidelines and enhance the historic character of the corridor.
