Additional Property Attributes

The Shaw Neighborhood Housing Association has applied for a brownfields assessment for a former auto repair shop at 4175 Shaw Boulevard. The building is 1670 square feet and was built in the 1920s. The building has been vacant for over five years and is in disrepair. A brownfields assessment is necessary to redevelop the site as a commercial property.

Oil staining was observed within the building. Fill ports and a vent line associated with a likely in-place underground storage tank (UST) were observed on the subject site. In-ground hydraulic lifts were observed within the building. An oil/water separator was observed within the building. The site has historically been used as a filling station. A dry cleaners was located to the southwest of the site.

Constituents of concern were not detected above the Default Target Levels (DTLs) in soil samples collected from the three boring locations delineating B-1. A total of four USTs were removed during site investigation activities. Approximately 45 cubic yards of obviously impacted soil was removed and disposed of at a landfill. Benzene, ethylbenzene, naphthalene, toluene, xylenes, TPH-GRO, and lead were detected above the DTLs in each UST excavation bottom and in some UST excavation down gradient side walls. Soil located adjacent to UST piping was impacted with naphthalene, TPH-GRO, and lead above the DTLs. Naphthalene and TPH-GRO are above DTLs in the composite sample of stockpiled soil that was returned to the excavation during backfill operations.

Samples taken at the site show that petroleum contamination in soil exceeds risk-based target levels (RBTLs). In subsurface soil , levels of Total Petroleum Hydrocarbons - Gasoline Range Organics (TPH-GRO), benzene, naphthalene, and xylenes exceed RBTLs for residential use. In one location naphthalene and benzene exceed standards for non-residential use and, for naphthalene, construction worker protection. One surface soil sample for lead exceeds the residential use RBTL. The extent of contamination has been delineated with the possible exception of samples SB8, at the bottom of the UST#1 tank pit, and SB4, south of UST#4. These samples have levels of benzene and TPH-GRO over the residential use RBTLS, but not the non-residential use RBTLS, and make require further delineation or remediation. Groundwater was not encountered in any of the borings. Depending on future land use at the site, remedial action may be required to address the elevated concentrations of petroleum compounds.

The site was enrolled in Missouri's Brownfields/Voluntary Cleanup Program. The results of investigations conducted under the brownfields assessment program were that petroleum constituents were present in soil at levels exceeding residential and non-residential standards. A Remedial Action Plan was approved to excavate and dispose of contaminated soils. During excavation two underground storage tanks (USTs) were discovered, making a total of six removed from the site. The USTs and their contents were disposed of off-site. Following the initial excavation activities, confirmation samples were taken from the walls and floors of the excavations. In three areas the results of the confirmation samples exceeded the cleanup standard, so additional excavation was conducted, followed by additional confirmation samples which met the cleanup standards. All excavated soils were disposed of off-site. In addition to the soil removal, an oil/water separator was emptied and cleaned and all waste oil and rinsate was properly disposed of. Asbestos-containing materials found in the building and in the roofing materials were abated, and post-abatement air samples were collected and were found to be below the cleanup standard. Following remediation activities, a risk assessment in accordance with the 2006 Missouri Risk-Based Corrective Action guidance was conducted. The site meets the standards for unrestricted use.
