Additional Property Attributes

This site is privately owned and has been developed since at least 1951, used for bulk oil storage and auto salvage and scrapping. The St. Louis Development Corporation applied for the Phase I and II ESAs on behalf of the site owner. Future planned use of the site is unknown at this time. Recognized Environmental Conditions from the Phase I ESA include: * Historic on-site oil storage/handling operations * Significant oil staining observed in site buildings * Heating oil aboveground storage tank (AST) and two additional ASTs in basement areas * Multiple 55-gallon drums of used motor oil * Several areas of dumped trash/debris and burn areas * Confirmed asbestos-containing materials (ACM) and lead-based paint (LBP) in site buildings * Off-site RECs on adjacent properties, including Rics Mart, Porter Oil and Solvent Recovery Corp, Vandeventer Machine Works, Inc., and Acoustiseal, Inc. The Phase II ESA found the following: * Soil samples collected from each of the nine borings were contaminated with volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), total petroleum hydrocarbons (TPH), and/or heavy metals at levels exceeding the Missouri Risk Based Corrective Action (MRBCA) guidance document's default target levels (DTLs). * Groundwater samples collected from each of the seven temporary monitoring wells were contaminated with VOCs, PAHs, and/or metals above the DTLs. * Free product was observed in temporary wells B2/TMW2 and B8/TMW8.

The Phase II ESA Addendum included further delineation of contamination identified during the previous Phase II ESA and installation of permanent monitoring wells. Additional soil and groundwater contamination was found during the Phase II Addendum. Contaminant concentrations for volatile organic compounds (including chlorinated solvents), polycyclic aromatic hydrocarbons, gasoline and diesel total petroleum hydrocarbons, and lead, were found at levels exceeding risk-based target levels. Free product was also observed in several borings. The full extent of the contamination has still not been delineated.
