Additional Property Attributes

The Subject Property consists of a 9,000-square foot vacant commercial building with multiple separate business spaces on four lots at the corner West Turner Street and North Hoy Street (U.S. Highway 183) in the city of Buffalo, Harper County, Oklahoma. Land uses in the vicinity are commercial and residential. The Subject Property is currently vacant. The Phase I ESA has revealed three RECs in connection with the Subject Property:
REC #1) The George Oil Company is a former gasoline station located in the northwest corner of West Turner Street and North Hoy Street, approximately 75 feet north of the Subject Property. This gasoline station does not appear in any regulatory databases as having been a registered UST site or the location of a UST removal. The presence and unknown status and circumstances of closure of unregistered UST(s) approximately 75 feet north and upgradient of the Subject Property constitutes a REC/VEC.
REC #2) A gasoline station thought to be known as the Eason Oil Company was present at the corner of East Turner Street and South Hoy Street at the present-day site of the Snell Nelson Insurance office at 101 South Hoy Street, approximately 75 feet east of the Subject Property. This gasoline station does not appear in any regulatory databases as having been a registered UST site or the location of a UST removal. The presence and unknown status and circumstances of closure of unregistered UST(s) approximately 75 feet east of the Subject Property constitutes a REC/VEC.
REC #3) A dry-cleaning business with a gas tank was present on the eastern portion of "Lot 13" of 12th Street (present day Northwest 1st Street), approximately 200 feet north-northwest of the Subject Property. Records were not kept historically for dry-cleaning locations and the nature, type, and status of the solvent tanks used in their operations. Prior to current regulations, it was standard practice to dispose of spent dry-cleaning fluids and solvents on the ground or into floor drains within or adjacent to the operation. These hazardous fluids have proven to be highly mobile and persistent in the environment for many decades. It is the opinion of contractor that a dry-cleaner with a gas tank operating in a period prior to modern regulations within 200 feet upgradient of the Subject Property constitutes a REC/VEC.

Non-Scope Considerations at the property includes the following: Due to the age of the Subject Property (prior to 1978), ACBMs and lead-based paint are likely / potentially present on the interior and exterior of the Subject Property structure. Suspect materials were observed in the interior of the building during the site reconnaissance. Debris primarily associated with building deterioration and previous renovation activities was noted throughout the interior of the Subject Property, especially on the second floor. This debris does not constitute a REC; however, it may contain ACBMs and / or LBP.
Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these suspect materials which will require specialized surveys and possibly removal and disposal. The contractor recommends ACBM and LBP inspections be conducted at the Subject Property to determine the presence, and amount of any potentially regulated materials.

Additionally, a structural survey was performed on the subject property. The subject property contains two adjoining buildings (Subject Buildings) that share a support wall. The two-story corner building is approximately 3,500 square feet (per floor) and the adjoining single-story building to the west is approximately 1,300 square feet. This survey determined the following: both Buildings (A and B) are vacant and appear to be in the middle of demolition of the interior finishing materials (lath, plaster, molding, etc.). Many structural components of the building were visitable. Building A and B primarily consist of load bearing masonry wall
