Additional Property Attributes

The Subject Property consists of a 1.44-acre fenced vacant lot located at the southwest corner of 7th Street and Elm Street in the city of Texarkana, Bowie County, Texas. Land uses in the vicinity are commercial and residential. The Sands Cavalier Room Restaurant, associated with the adjoining motel, was previously located on the property. Access is via a double gate at the northwest corner of the site leading to West 7th Street. Surface cover consists of a mix of pavement, gravel, grass, and concrete slabs from former structures once located on the site. The Phase I ESA has revealed a Business Enironmental Risk (BER) and three RECs in connection with the Subject Property:

BER #1) The Subject Property is currently a vacant lot. The presence of solid waste in the form of waste tires which require specialized disposal, and the unknown origin of the fill material in the pool, which is assumed to have been filled during the demolition of the buildings, constitutes a BER.

REC #1) The Two State Service Station is a former gasoline station located at 821 West 7th Street, on the corner of West 7th Street and Elm Street. This former gasoline station is approximately 150-feet east of the Subject Property, across Elm Street. This gasoline station does not appear in any regulatory databases as having been a registered UST site or the location of a UST removal. The presence and unknown status of this unregistered UST approximately 150 feet east of the Subject Property constitutes a REC/VEC.

REC #2) 904 West 7th Street is a former gasoline station that is located directly across West 7th Street approximately 100-feet north of the Subject Property. This gasoline station does not appear in any regulatory databases as having been a registered UST site or the location of a UST removal. The presence and unknown status of this unregistered UST approximately 100 feet north of the Subject Property constitutes a REC/VEC.

REC #3) A "Used Car Lot" listed at 706 West 7th Street appears in the UST and LPST databases. According to database listings, a leaking UST was discovered in 1991 during a UST removal. Corrective actions were completed in 1997. Groundwater is listed as impacted with no apparent threats or impacts to receptors. As groundwater remains impacted and the site is upgradient to the Subject Property with no apparent records of a plume delineation or documentation of the geographical extent of the groundwater impacts, this site represents a Historical REC/VEC in connection with the Subject Property.

The contractor recommends additional evaluation be conducted on the Subject Property to further quantify any environmental risks that may be associated with the identified RECs. Specifically, recommends public records for 706 West 7th Street be requested to determine the nature and extent of groundwater impacts, as well as soil and groundwater sampling and evaluation at the Subject Property to determine whether the offsite RECs have impacted the Subject Property.
