Additional Property Attributes

The subject property consists of an estimated 0.1-acre portion of a 1.14-acre parcel and a 1,832-square-foot, two-story multi-family residential building constructed in 1980. The residential building is a duplex, consisting of two side-by-side residential units. Each unit has two stories with 916 square feet of living space. Based on review of historical topographical maps, the subject property has been in a residentially developed area of Fort Collins since as early as 1906. There is no evidence of structures on the subject property since at least 1906 until 1980, when the subject property was developed with the existing residential duplex.

In May 2023, a Phase I environmental site assessment (ESA) and Phase II hazardous building material survey (HBMS) were performed concurrently at the subject property. The Phase II HBMS included an asbestos survey and visual mold inspection. Given the date of construction, lead-based paint was not identified as a concern. The Phase I ESA identified one recognized environmental condition (REC), which was an unknown former "repair shop" on the east adjacent property. The Phase II HMBS identified one asbestos-containing material in each of the two residential units and recommended removal. In November 2023, a limited Phase II ESA was performed to evaluate surface soil for potential lead and arsenic impacts related to the Phase I REC; however, surface soil analytical results appear to indicate no metal impacts from the Phase I REC and no further action was recommended.

The subject property is owned by Housing Authority of Fort Collins. As of August 15, 2023 all units were vacant. Anticipated future use of the subject property is multi-family residential housing. Upon taking ownership of the subject property, ECLT will direct renovation of the residential building and sell the individual units for residential use.
