EPA performed a Phase I Environmental Site Assessment (ESA) at the site in May 2022. The purpose of this TBA is to complete an environmental assessment that can support the site's reuse in accordance with the Virginia Department of Environmental Quality (VADEQ) cleanup criteria. The objective of the ESA was to identify existing or potential environmental liabilities to facilitate redevelopment of the site to allow successful redevelopment of the site through the VADEQ Voluntary Cleanup Program (VCP). The Phase I ESA for the Bray buildings identified the following potential RECs: (1) adjoining railroad; (2) off-site former filling station (that is, gas station); (3) former off-site cleaners; (4) off-site pole-mounted transformer, and; (5) a 55-gallon drum. PCB-containing light ballasts, fluorescent lightbulbs, piles of ceiling tile, fiberglass insulation, and the potential for radon encroachment were identified as BERs.

First evidence of development on the site appeared in an 1894, but do not indicate any specific use. Historical Sanborn fire insurance maps from 1931 and 1946 show the site as developed with four buildings (stores and restaurants) along Main Street and two out-buildings on central portions. The current buildings have been used for commercial use since construction in 1958.
