EPA performed a Phase I Environmental Site Assessment (ESA) at the site in May 2022. The purpose of this TBA is to complete an environmental assessment that can support the site's reuse in accordance with the Virginia Department of Environmental Quality (VADEQ) cleanup criteria. The objective of the ESA was to identify existing or potential environmental liabilities to facilitate redevelopment of the site to allow successful redevelopment of the site through the VADEQ Voluntary Cleanup Program (VCP). The Phase I ESA for the Beckner House identified the adjoining railroad as a potential recognized environmental condition (REC). A building material inspection performed at the site identified the presence of lead-based paint, asbestos, PCBs, and mold, which were identified as Business Environmental Risks (BER) in addition to the potential for radon encroachment.
First evidence of development on the Subject Property appeared in a 1931 when the site was improved with a small two-story stable. Historic topographic maps from 1894 to 1907 show the southern adjoining railroad, and the area around the site developed, but do not indicate any specific use. The current residential structure was constructed between 1946 and 1960.
