EPA performed a Phase I Environmental Site Assessment (ESA) at the site in September 2022. The purpose of this TBA is to complete an ESA that can support the site's reuse in accordance with the Virginia Department of Environmental Quality (VADEQ) cleanup criteria. The objective of the ESA was to identify existing or potential environmental liabilities to allow successful redevelopment of the site through the VADEQ Voluntary Cleanup Program (VCP). The Phase I ESA for the Former Buchanan High School identified the following potential RECs: (1) Off-Site Town Offices of Buchanan; (2) Cannery Boiler House; (3) Historical Septic System(s); (4) Aboveground Storage Tank (AST) With Dispenser; (5) AST Covered With Vegetation; (6) 55-Gallon Drums; (7) Electrical Transformer; (8) Sump, and; (9) Out-Of-Use Industrial Machinery. Lead based paint, asbestos containing materials, slightly elevated concentrations of mold, and the potential for radon encroachment were Identified as BER.
First evidence of development was in 1894. In 1907 the site had two buildings along Lowe St. In 1931 the site had a residence and the Buchanan High School. The largest portion of the Buchanan High School (gymnasium) was destroyed in in a fire in 1978. The remaining undamaged portions of the site were used to produce furniture by the "Little Ones" from 1987 to 2007. Since 2007 the site has been used for storage.
