Additional Property Attributes

The approximately 4.6-acre property is comprised of one parcel (Parcel ID: 424216601400000000900) and does not have a geo-coded address but is located north of Northland Drive in Cameron, DeKalb County, Missouri. The property is vacant and largely overgrown, and east adjacent to an apartment complex. The owner of the subject property is the City of Cameron and has shown interest in re-use of the property as a recreational park. The property has remained largely undeveloped to present day. Uncontrolled dumping historically occurred at the property, which included concrete, metal pipes, utility poles, and heavy machinery. In August 2023, a Phase I Environmental Site Assessment (ESA) was performed on the property and identified recognized environmental conditions (RECs) and a vapor encroachment condition (VEC) regarding: (1) a historical dry-cleaning facility located nearby and upgradient from the property; and (2) the presence of illegal (non-licensed) dumping activities at the property. Recommendations to address RECs and VEC included on-site soil, soil-gas, and groundwater sampling. In February 2023, a Phase II ESA was performed on the property. Results of the Phase II ESA revealed metals in soil and groundwater. exceeding site screening levels and/or the U.S. Geological Survey (USGS) average background levels for DeKalb County. Detections of metals in soil that exceeded a site screening level or USGS average background level appear to be generally consistent with natural origin. Based on analytical results, proposed future land use, and detected concentrations of metals in groundwater exceeding site screening levels, the establishment of an environmental covenant disallowing installation of shallow groundwater drinking water wells at the property in the future was recommended.
