Additional Property Attributes

Asbestos was confirmed in vinyl sheet flooring, ceiling surfacing, drywall and joint compound, roof tar, built-up roofing, and stucco. Lead-based paint (LBP) was identified on interior walls, ceilings, windows, and exterior door and window trim. All exterior surface soil samples located adjacent to exterior LBP contained lead concentrations below the Montana Department of Environmental Quality's (DEQ) risk based screening level (RBSL) for leaching to groundwater. The inspection identified one PCB light ballast and 113 fluorescent light tubes across the buildings. The majority of the fluorescent light tubes are being used in the offices. No mercury-containing thermostats were observed. Methamphetamine sampling results show that 12 areas/rooms are contaminated above the Montana DEQ standard.

NewFields recommends abating asbestos, lead paint and methamphetamine contamination within and on the buildings. Abatement could be comprehensive or partial, depending on redevelopment plans and funding. The building materials will need Toxicity Characteristic Leaching Procedure (TCLP) testing to characterize any waste for proper disposal. Light fixtures and fluorescent light tubes can be reused, recycled, or disposed of according to U.S. Environmental Protection Agency (EPA) guidelines.

Redevelopment plans include starting a small business incubator to promote economic growth in the community.

May 29, 2024: NewFields sent out the project to bid. Per contractor costs increasing, the project cleanup cost increased from $152,401.00 to $196,836.28. EMBC Board approved subgrant award increase on May 30th, 2024. County Commissioners approved the subgrant increase on June 20, 2024.

Abatement took place in August and September, 2024. Abatement was completed in September, 2024. No further action letter is pending final reports being published.
