Additional Property Attributes

Background: The Subject Property consists of a two-story, 6,230 square-foot former theater on a commercial property located at 324 Paseo De Onate, Espanola, Rio Arriba County, New Mexico. Land uses in the vicinity are commercial and residential. The Subject Property is currently a vacant former theater building that was most recently used as a local church.

This Phase I assessment revealed the following REC/VECs in connection with the Subject Property and surrounding properties: REC#1: D&D Mountain Air Cleaner located at 309 South Paseo de Onate. This former dry cleaner was registered as a generator of ignitable waste and drycleaning solvents; no violations are noted. The site is listed as an active state cleanup site, needing further assessment. This site is 153 feet northeast of the Subject Property. A potential release from D&D Mountain Air Cleaner would constitute a REC/VEC. REC#2: The North Railroad Avenue Plume, 162 North Railroad Avenue. According to EPA's website, a laundromat and drycleaning operation contaminated a 58-acre area of groundwater with tetrachloroethylene (PCE), trichloroethylene (TCE), cis-1,2-dichloroethylene (DCE) and trans-1,2-DCE. The contaminated groundwater aquifer is the sole-source drinking water aquifer for the City of Espanola, Santa Clara Pueblo and individual water supply wells near the site. The remedy consists of enhanced in-situ bioremediation. Indoor air and soil gas sampling were conducted in 2017 to evaluate the vapor intrusion risk pathway. The results of the soil gas sampling indicated that contaminant vapors were present in the soils at concentrations high enough to potentially enter homes at unsafe levels. The indoor air sample results showed no presence of site-related contaminants at concentrations exceeding EPA's health-based screening levels for indoor air. The Subject Property is adjacent to the mapped shallow groundwater contamination plume and may be impacted by vapor intrusion. The North Railroad Avenue Plume Superfund Site represents a REC/VEC in connection with the Subject Property.

The following Non-Scope Considerations were also identified: non-scope #1: Several interior areas exhibited a substantial accumulation of bird feces. Dried bird feces and the deteriorating surfaces it is present on create the potential for airborne particles which pose an inhalation hazard. Additionally, bird droppings are commonly associated with many negative health effects in humans, in particular Histoplasmosis and Cryptococcus. The distribution and volume of bird feces present within the structure at the Subject Property represents a potential risk to human health. Non-scope #2: Average radon levels in Rio Arriba County exceed the EPA's recommended average indoor level of 4.0 pCi/L. Depending on property reuse, a radon evaluation may be desirable. Non-scope #3: Potential ACBMs and LBP may be present at the Subject Property. Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these suspect materials which will require specialized surveys and possibly removal and disposal.

No historical recognized environmental conditions (HRECs), controlled recognized environmental conditions (CRECs), or significant data gaps were noted.

Recommendations include additional evaluation be conducted on the Subject Property to further quantify any environmental risks that may be associated with the identified REC/VECs. Specifically, soil, groundwater, and vapor sampling and evaluation at the Subject Property are recommended to determine whether the offsite REC/VECs have impacted the Subject Property. Additionally, ACBM and LBP inspections be conducted at the Subject Property to determine the presence, and volume of any potentially regulated materials.
