Additional Property Attributes

The Subject Property consists of a 5,000-square foot vacant lot located at 330 Richmond Avenue in Port Arthur, Jefferson County, Texas. Land uses in the vicinity are commercial and residential. There are no structures present on the property. Access is via Richmond Avenue at the front of the lot and an unnamed, unimproved alleyway along the southeast side of the lot.

This Phase I assessment revealed the following REC/VECs in connection with the Subject Property and surrounding properties: REC #1: Stoke's Dry Cleaners, a former commercial laundry and dry cleaners, was located approximately 450 feet northeast of the Subject Property at 2331 Procter Street. Fire insurance maps and city directories indicate that this and possibly an adjoining commercial shop operated as a dry cleaner from 1936 through 1956. Historical aerial photographs appear to show the buildings present in 1996, and then demolished in 2005. Site reconnaissance revealed multiple concrete slabs at the This site was not identified in the database records as a dry cleaner Records were not kept historically for dry cleaning locations and the nature, type, and status of the solvent tanks used in their operations. Prior to current regulations, it was standard practice to dispose of spent dry-cleaning fluids and solvents on the ground or into floor drains within or adjacent to the operation. These hazardous fluids have proven to be highly mobile and persistent in the environment for many decades. It is the opinion that this dry cleaner that operated for several years in a period prior to modern regulations within 450 feet and potentially upgradient of the Subject Property constitutes a REC/VEC. REC #2: Roger's Texaco, a former gasoline station located at 2200 Procter Street, was adjacent to the northwest to the Subject Property. One UST is listed as permanently filled in place, and two gasoline USTs are listed as in use at this closed gas station. A notice of violation for failure to comply was issued in 2000 and listed as resolved. Historical aerials, fire insurance maps, and city directories indicate this location was operated as gasoline station under several names from the 1950s to the 1990s. The building appears to have been demolished around 2012. Site reconnaissance noted broken concrete and remnants of a dispenser island and signs at the site; however, there was no evidence of USTs. The potential for active gasoline USTs at a closed facility adjacent to the Subject Property constitutes a REC/VEC.

No historical recognized environmental conditions (HRECs), controlled recognized environmental conditions (CRECs), or significant data gaps were noted.

Recommendations include additional evaluation be conducted on the Subject Property to further quantify any environmental risks that may be associated with the identified REC/VECs. Specifically, soil and groundwater sampling and evaluation at the Subject Property are recommended to determine whether the offsite REC/VECs have impacted the Subject Property.
