Originally part of the Missoula White Pine Sash Company, the subject property (Parcel 17A East) is part of the 43-acre White Pine Sash Facility (WPSF) which is listed as a State Superfund Site under the Montana Comprehensive Environmental Cleanup and Responsibility Act (CERCA). The site was a former lumber mill and wood treating facility that operated from roughly 1920-1996. The overall site and subject property have undergone various remediation steps, and the 2015 Montana DEQ Record of Decision (ROD) for the site includes activity and use limitations. The City of Missoula acquired the subject property in 2020, and EPA completed a Phase I - ESA on behalf of the City prior to acquisition. Per the ROD, Institutional Controls were recorded on 8/14/2020 for the subject property that prohibits new well installation. Although surface soil on the subject property was remediated (wood ash, dioxins, furans) for future residential use by the responsible party, redevelopment activities have the potential to disturb the existing subsurface soil conditions. Therefore, DEQ required that any soil-disturbing activities on the site be conducted with a third-party work plan per Administrative Rules of Montana. In 2023, the City completed supplemental assessment (sampled VOCs, SVOCs, and dioxins/furans) on the subject property that resulted in a DEQ-approved Soil Management Plan which granted permission to the City to redevelop the property for residential use. The City has partnered with a private developer to construct public infrastructure and 43 market rate housing units and 47 income restricted housing units under a Community Land Trust . The City held a construction ground breaking ceremony on 3/14/24. As part of the land use development agreement, the private developer and a local nonprofit acquired the subject property from the City in October 2024. Anticipated leveraged funds (potentially $9.8 M) will be reported after construction is completed. On *9/16/2024 the City completed a site update report that documented various work activities since DEQ approval of the Soil Management Plan on 2/8/2023. All activities charged to the grant were incurred before the grant end date on 8/30/2024.
