Additional Property Attributes

The property is a parcel of land located at 1431 M Street in Arcata, Humboldt County, California and occupies 0.94 acre in an urban area. The property is surrounded by residential, industrial, and commercial properties and includes an unoccupied lot and contains no structures. The property previously hosted a lumber and plywood mill. The property previously contained a teepee burner, conical burners, a diesel storage area, and a log storage area; all of which were demolished in the early 1970s. The property has remained vacant since that time. City of Arcata is the Targeted Brownfields Assessment (TBA) Applicant, and the Arcata Volunteer Fire Department is the co-Applicant and owner of the property, both groups have an interest in redeveloping the property. Redevelopment plans are unknown at this time but may include high-density, mixed-use development and creek restoration. The Arcata Volunteer Fire Department has owned the Site since 1999. Previous assessments at the property include a 1997 Phase I Environmental Site Assessment (ESA), 1998 and 1999 limited subsurface soil and groundwater investigation; 2006 Phase II ESA TBA Report; 2007 TBA Report; and a 2012 Data Gap Investigation Report. In February 2024, a Phase II ESA was performed and identified buried wood waste and buried ash, the presence of chromium, copper, hexavalent chromium, dioxins and furans, and 2,3,7,8-tetrachlorodibenzo-p-dioxin in soil and benzene, total petroleum hydrocarbons (TPH) as diesel, TPH as motor oil, and dioxin toxic equivalence in groundwater exceeding project screening levels on the property. No other contaminants were identified exceeding a project screening level. Recommendations regarding future use and steps forward for the property include removal or capping of areas that contain buried wood waste and buried ash; and removal or capping of soils to prevent exposure or release and mitigate potential impacts on human and ecological health if the creek restoration occurs. If soils are excavated for off-site disposal, waste disposal testing is recommended. In addition, groundwater may require treatment to prevent exposure or release and mitigate potential impacts on human and ecological health.
