Additional Property Attributes

The entire OMSI District is 26.09 acres comprised of 10 different parcels, bordered on the west by the Willamette River, on the east by the Union Pacific railroad, on the north by SE Market St and SE Clay St and on the south by SE Caruthers St and SE Tilikum Way. The Site assessed through this TBA includes approximately 5 acres on portions of four parcels within the OMSI District. The parcels are owned by the City of Portland Bureau of Transportation (existing right-of-way), City of Portland Water Bureau (Tax Lot 4300), Portland General Electric Co. (PGE) (Tax Lot 4400), and Tri-County Metropolitan Transportation District of Oregon (TriMet) (Tax Lot 4500). The OMSI District is intending to move the existing SE Water Ave roadway to the location of the TBA Site as part of a larger District redevelopment project.
Portions of the TBA Site were developed by at least the late 1880s and early 1900s and the Site and surrounding area has an extended history of industrial and commercial use. Previous and current Site uses include stone cutting, a forge blacksmith, tool storage, a dwelling, and tramway used for conveying stone, rail spurs and associated rail yard, water pipeline conveyance, blacksmith, oil house, pipe shop, machine shop, and electrical substation. Adjoining properties includes various commercial and industrial uses, including PGE's Station L facility with documented contamination of polychlorinated biphenyls (PCBs), a waterproofing facility, chemical manufacturing, metals plating, a fuel company, commercial iron works, and a machine shop/foundry.
Prior assessments that evaluated specific parcels on the TBA Site were conducted in 2009 and 2021. The 2009 Phase II Environmental Site Assessment (ESA) of Tax Lot 4500 identified lead in shallow soils that exceeded Oregon Department of Environmental Quality's (ODEQ) Residential Risk Based Concentration (RBC) for Leaching to Groundwater and identified petroleum constituents and polychlorinated biphenyls (PCBs) in shallow soils at concentrations below ODEQ's most stringent RBCs. The 2021 Remedial Action Closeout Report for Tax Lot 4400 identified detections of arsenic above the RBCs for Residential Tap Water and ethylbenzene above the RBC for Residential Tap Water.
A Targeted Brownfields Assessment (TBA) of the Site was approved in March 2023. A Phase I and Phase II ESA were conducted in August 2023 and January 2024, respectively. Subsurface soil and groundwater samples were collected throughout the site and tested for select volatile organic compounds (VOCs), chlorinated solvents, polycyclic aromatic hydrocarbons (PAHs), gasoline range organics (GRO), diesel range organics (DRO), priority pollutant metals (PPMs) and PCBs. Surface soil samples along railcar drip lines were collected and tested for PAHs and mercury. Groundwater testing revealed 1,4-dioxane at concentrations above the EPA Regional Screening Levels (RSL) for Resident Tap Water in three monitoring wells across the site, however the detected concentrations were below the ODEQ RBC for Construction/Excavation Workers. Based on the intended future Site use as a roadway, exposure to residents from tap water extracted from groundwater at the site is an unlikely risk pathway. Historically detected constituents such as lead in soils and arsenic and ethylbenzene in groundwater were either not detected or detected below relevant state and federal screening levels.
For the intended future Site use as a roadway, no cleanup action was recommended based on the results of the 2024 Phase II. Recommendations to implement a contingency plan for dewatering and disposal of groundwater encountered during construction and a contingency plan/geotechnical evaluation for any buried debris or unidentified contaminants identified during site development were provided in the 2024 Phase II.
