Additional Property Attributes

Background: The Subject Property contains two adjoining buildings (931 and 935 Pennsylvania Avenue) that share an interior supporting wall. The single-story buildings are approximately 2,800 sqft each. Each building shares an exterior wall (east and west respectively) with the adjoining buildings. The roof of building 931 is completely collapsed. The roof of building 935 is intact with the exception of the northern-most portion.

The Phase II assessment revealed the following - Asbestos: ACM is present at the Subject Property in both buildings tested. The black tar roofing located on the floor in the main areas of both buildings as well as intact on the roof of 935 Pennsylvania Avenue is considered Category I Non-Friable ACM. The transite panels located on the ceiling and collapsed on the floor in the northwest corner of 931 Pennsylvania Avenue are considered Category II Non-Friable ACM. However, both materials are broken, degraded, and in poor condition and therefore have been rendered friable. Removal of these materials in poor condition is considered Class II Asbestos Work under OSHAS's Asbestos Standard. As such the removal and disposal of these materials must be performed by an ODOL licensed abatement contractor.

Lead-based paint: LBP is present at the Subject Property on painted surfaces within both 931 and 935 Pennsylvania Avenue at multiple locations within the interior and on the exterior. As the site is considered commercial property, it is not currently regulated by state and federal LBP regulations. Should the property be redeveloped as a "child-occupied facility" or "target housing," then state and federal LBP regulations would apply.

Structural evaluation: Both 931 and 935 Pennsylvania Avenue are vacant and are deteriorating from prolonged exposure to the elements. Many of the structural elements had collapsed (roof, beams, and joists) due to exposure to the elements and a severe lack of maintenance. The structural components of the building that were standing were visible due to the deterioration of the exterior roofing and the interior finishing materials (lath, plaster, molding, etc.). The current condition of the buildings is not safe for occupants and significant portions of the structure have collapsed or are near collapse. It is recommended that both buildings be demolished by a licensed construction firm in accordance with applicable regulations. The demolition activities must not damage the shared exterior walls with the building east and west of the subject site.
