Additional Property Attributes

The property consists of seven adjacent parcels of land located at 1680 Samoa Boulevard and 1220 5th Street in Arcata, Humboldt County, California. The property is an approximately 20-acre former lumber mill and is bounded to the north and east by commercial and industrial developments; to the south by Samoa Boulevard and industrial developments; and to the west by agricultural land. The property is currently comprised of an industrial business park and includes the following businesses: Wing Inflatables, Inc.; R&L Lumber; Humboldt Agriculture Supply; a wine barrel storage company; a recycler; and a former waste transfer station. Based on historical records, the California Barrel Company occupied the property and adjacent parcels from 1906 until 1956. Under California Barrel Company ownership, the property was used primarily for the manufacturing of wooden barrels and as a lumber mill, with a log deck, heavy equipment, and machinery storage area present. The property and surrounding areas changed ownership in 1956 and was first operated by Arcata Redwood followed by Beaver Lumber on an unknown date. In 1996, the property was conveyed to Richard Winkel of Beaver Lumber, and the Winkel Floyd Business Park was formed to manage the property and surrounding areas. In 1998, a waste transfer station and scales were constructed on the western portion of the property and operated until 2005. Operations focused on an approximately 5-acres portion in the southwest area of the property, which included an approximately 14,000-square-foot commercial building previously used as a former waste transfer station and a large soil stockpile to the west of the commercial building. Currently, the commercial building is used for transitional housing. Richard and Karen Winkel are the owners of the property, and the City of Arcata is the Targeted Brownfields Assessment (TBA) Applicant. The owners of the property and the City of Arcata have an interest in demolishing the existing former waste transfer building, removing the asphalt, and redeveloping this portion of the property with multi-level residential and commercial structures. A Phase I Environmental Site Assessment (ESA) was performed for the 20-acre property in November 2023 and identified the following eight recognized environmental conditions (RECs): 1) Aerial deposition of dioxins and furans and polycyclic aromatic hydrocarbons was likely on surface soils on the property from use of one conical burner; 2) the former waste transfer station building was the previous location of the Beaver Lumber Company log deck and heavy equipment storage area. Previous investigations have found contamination in soils at the waste transfer station building; 3) The Environmental Data Resources, Inc. Radius Report identified vapor encroachment concerns associated with chemicals of concern at multiple facilities within the minimum search distances and was considered to pose a REC for the property; 4) Neighboring properties to the southeast and northwest hosted lumber mills and may have contributed to existing contamination on the property; 5) A sawmill and planer mill were present adjacent to and on the property from 1919 until approximately 1961. The sawmill and planer mill and their past uses historically have been associated with heavy machinery, lubricants, and fuels. Presence of these former buildings and their associations with heavy machinery, lubricants, and fuels on the property was considered to pose a REC for the property; 6) Based on the year the former lumber mill buildings were built (1906), lead-based paint (LBP) likely was applied during the initial construction. Possible presence of lead contamination in the soil along roof drip lines from externally applied LBP was considered to pose a REC for the property; 7) Presence of inaccessible areas throughout the property possibly occupied by materials not readily identifiable was considered to pose a REC for the property; and 8) One electrical transfo
