Additional Property Attributes

The property is located at 908 East Garrett Avenue in Fresno, Fresno County, California and occupies approximately 2 acres of land. The property is largely undeveloped with one residential structure, a single-family home, in the northeast corner of the lot. The property is generally located at the northeast corner of the intersection of Martin Luther King Jr. Boulevard and East Jensen Avenue and is bounded to the north and south by residential developments; to the west by vacant land, a former gas station, and a former barber shop; and to the east by the Second Baptist Church of Fresno. The property was historically used for agricultural purposes as early as 1937, which is the earliest available record for the property. The present-day residential structure was constructed on the property between 1957 and 1962, and no changes are known to have occurred on the property since. The Second Baptist Church of Fresno is the Targeted Brownfields Assessment (TBA) Applicant and has owned the property since 1952. The Applicant has an interest in developing the undeveloped portions of the property for residential use. A Phase I Environmental Site Assessment (ESA) was performed in January 2024 and identified the following two recognized environmental conditions (RECs): 1) Based on the year the single-family home was constructed (between 1957 and 1962), lead-based paint (LBP) was possibly used during initial construction. The possible presence of lead contamination in the soil along roof drip lines from externally applied LBP is a REC to the property; and 2) The property was used for agricultural purposes as early as 1937. Organochlorine pesticides (OCPs) and arsenical pesticides have historically been applied to agricultural properties throughout California prior to 1974. The possible presence of OCPs and arsenical pesticides in soil is a REC to the property. In addition, the following environmental concern was identified for the property: Based on the year the single-family home was constructed (between 1957 and 1962), asbestos-containing material (ACM), polychlorinated biphenyls (PCBs), and LBP were possibly used during initial construction. The possible presence of ACM, PCB-containing caulk, and LBP in the residential structure at the property poses an environmental concern. A Phase II ESA was performed in January 2024 and identified the presence of ACM in building materials, lead in the surface soil of the building drip lines at concentrations above project screening levels and arsenic in soil samples at concentrations above project screening levels; however, all detections were below the U.S. Geological Survey-reported average concentration for Fresno County. OCPs were not detected above project screening levels in the soil samples. Recommendations regarding future use and steps forwards for the property include removal or capping of surface soils that contain lead at concentrations above project screening levels to prevent exposure or release and to mitigate potential impacts on human health if the property is designated for residential use. In addition, building materials containing ACM will require proper abatement prior to building renovation or demolition activities. Per California Division of Occupational Safety and Health asbestos material regulations (California Code of Regulations Section 5208), if or when the building is renovated for reuse or demolished, a licensed abatement professional should remove and properly dispose of building materials that contain ACM above 0.1 percent asbestos. In the interim, these materials should be inspected regularly to ensure they are not chipping, flaking, disintegrating, or otherwise becoming friable or more mobile.
