Additional Property Attributes

The Subject Property consists of an approximately 70-acre former resort hotel and recreational property located at 23260 Greenwell Springs Road, Greenwell Springs, Louisiana 70739. The property is located in East Baton Rouge Parish, near the City of Central. The coordinates for the approximate center of the property are 30.5805901, -90.98966009. The majority of the site is wooded with several grassed areas that are routinely mowed and maintained. Land uses in the vicinity are residential and timberland. The Subject Property is currently vacant. No buildings are present at the Subject Property. A large, below grade concrete structure that was formerly part of a covered bathhouse constructed over a natural spring is present near the center of the property. The concrete foundation and remnants of an incinerator building are present near the southern property boundary. A paved access road leads from Greenwell Springs Road east into the center of the Subject Property. A series of unimproved roads and trails provides access to much of the property. An elevated wastewater discharge pipe transects the property, beginning at the site of the adjacent former hospital and terminating near the Amite River.

The Phase I ESA revealed the following RECs in connection with the Subject Property: 1) Site reconnaissance revealed a significant amount of solid waste debris that has been dumped and buried at the Subject Property. Based on the nature and location of the debris, it is believed that that it originated from the Greenwell Springs Tuberculosis Hospital and later the Greenwell Springs Hospital which operated on portions of the Subject Property as well as the adjacent property to the south. Much of this debris appears to have been deposited over a period of decades based upon the layers of weathered waste deposited adjacent to the stream channel and within erosional features and washouts. Investigators noted the presence of empty metal drums, trash cans, tires, small quantity metal containers, large quantities of broken and intact glass bottles, tires, automotive components, metal, furniture, mattresses, concrete and brick, and piping. Based upon the unknown nature and quantity of this debris, as well as the unknown contents of the drums and containers that were dumped in these areas, it is the opinion of Es2 that this constitutes a REC. 2) An industrial incinerator associated with the former Greenwell Springs Tuberculosis Hospital and Greenwell Springs Hospital operated for several decades on the Subject Property. The origin, nature, and volume of waste burned in this incinerator is unknown, as are the disposal practices for the ash generated. Waste incineration and the related ash are a common source of PAHs. The presence of an incinerator which was operated at the Subject Site for decades with unknown protocols and procedures for handling ash and partially combusted material constitutes a REC.

The following HREC was identified in connection with the Subject Property: 1) The Greenwell Springs Hospital and Greenwell Springs Grocery, 23250-23260 Greenwell Springs Road are located on and to the south of the Subject Property. The former hospital and a convenience store/gas station fronting Greenwell Springs Road are listed in numerous databases and are identified as AI # 13514 (hospital) and 88083 (grocery) in LDEQ's EDMS. While in operation, the hospital held surface water discharge and radiation permits and notified as a RCRA VSQG of ignitable waste and silver in 1988. All permits have been closed. Three gasoline USTs were removed from the grocery in 2000 with no indication of contamination; a NFA determination was issued in December 2000. Four USTs were removed from the hospital in 2007, and two additional USTs were closed in place. Impacted soil was excavated, a site-specific risk evaluation was completed, and a NFA determination was issued in November 2007. A 10,000-gallon diesel UST that had been closed in place in 2
