Additional Property Attributes

The Site is under the process of being transformed from the former automobile dealership into two four story multi-family housing units (Parkline Towers), owned by Meridian Investments, Inc. The Phase II TBA included installing new monitoring wells and collecting subsurface soil samples in March 2024, one round of groundwater sampling at the newly installed wells in April 2024, and a second groundwater sampling event in May 2024. 2021 and 2022 Phase II investigations found detectable exceedances of arsenic in soil and tetrachloroethylene (PCE) in groundwater at a concentration exceeding the applicable DEQ-7 Montana Numeric Water Quality Standard (DEQ-7 Standard). Later, during construction excavation at the Site, contaminated soil and buried debris were found. The property owner moved forward with cleanup of the debris and contaminated soil, and confirmation samples that show the remaining soil in the debris area meets applicable screening levels. Concentrations of PCE exceeding the DEQ-7 Human Health Standard were detected in monitoring wells MW01, MW02, MW07, and MW08. PCE was also detected at concentrations below the standard of 5 ug/L in monitoring wells MW03 and MW04 which are the wells nearest the Head Start Preschool. The PCE impacts appear to be concentrated in the west portion of the Site along 7th Ave E N. PCE was not detected in monitoring wells MW05 and MW06. PCE daughter product TCE was detected above the DEQ 7 standard at monitoring well MW01 and was detected below the DEQ 7 standard at monitoring wells MW02, MW03, MW07, and MW08. The following data gaps specific to this investigation were identified: ? The original source(s) of PCE contamination have not been identified with certainly. ? The extent of PCE in the soil is unknown, particularly to the north and east. ? The extent of the PCE plume is not defined, particularly to the north and east. ? The extent of VOC volatilization and potential vapor intrusion that may be occurring.
