Additional Property Attributes

A 2022 Phase I ESA indicates that the Site has been used as a railroad yard and warehouse facility
dating as far back as 1883. Most of the rail lines and structures were reportedly removed sometime between 1972
and 1980. The southwestern portion of the Site has been used to stockpile earth materials since between
2000 and 2005 (EAPC 2022). Prior to 1883 the Site appears to have been already in use by the railroad.
There was a 500-gallon aboveground storage tank in a metal secondary spill prevention apparatus and a white polyvinyl
chloride pipe was also observed on the site (presumable a former water well) on the Site at the time of the site reconnaissance for the 2022 Phase I ESA (EAPC 2022). This AST was not present during the during Phase II fieldwork activities conducted by Toeroek and is presumed to have been previously removed from the site.

A Phase II Environmental Site Assessment was conducted in 2024 by Toeroek. Toeroek developed this Phase II ESA based on findings of the 2022 Phase I ESA of the Site by EnviroAssessment, PC (EAPC) (EAPC 2022). According to the TBA Application, Kroeger Properties II, LLC in conjunction with the Boys & Girls Club of West Central Missouri, has shown an interest in redeveloping the Site contingent on findings from this Phase II ESA Report (Kroeger Properties II 2023).

The scope of this Phase II ESA included collection of surface soil, subsurface soil, sediment,
groundwater, and surface water samples in the areas surrounding the Site to confirm or eliminate
recognized environmental conditions (RECs) identified during the Phase I ESA .

The purpose of this Phase II ESA was to: (1) confirm or eliminate RECs identified during the 2022 Phase
I ESA; (2) acquire information regarding the nature of contamination (if present) and risks posed by that
contamination that would support informed business decisions about the Site; and (3) where applicable,
satisfy the innocent purchaser defense under the Comprehensive Environmental Response, Compensation,
and Liability Act (CERCLA).

Analtytical results from the Phase II indictated the presence of: SVlOC; VOCs; TPH; Metals (including arsenic, cadmium, lead, and mercury); and PCBs in soils above benchmarks; metals (including arsenic, lead and mercury) in sediment; VOCs; and metals (including arsenic, barium, cadmium, lead, selenium, silver, and mercury) in groundwater; and metals (including barium and mercury) in surfacewater on the site.
