Additional Property Attributes

The Salmon School Districts Properties site is currently owned and operated by the Salmon School District #291. The subject property's current use is commercial, more specifically a current and former school and associated school grounds. The subject property currently contains three permanent structures, which were constructed between 1937 and the mid-1950s: the Old Junior High School, the Annex building, and Pioneer Elementary School. Two modular classroom structures and two small sheds are also located on the subject property. The only structures currently in use are Pioneer Elementary School, the modular classrooms, and a maintenance/storage room located in the Annex building. A former structure called the Lincoln School was present on the site from the early 1900s to the mid-1950s.

Limited asbestos and hazardous building materials surveys (HBMS) were previously conducted at the Old Junior High School building in 2018 and 2022. Material confirmed to contain asbestos included roofing material, joint compound, floor rile and floor tile mastic. Roofing material containing non-friable asbestos and other building materials in poor condition and debris that could contain asbestos were observed within the building during site reconnaissance, although not all were sampled to confirm asbestos content. Additionally, lead-based paint (LBP) was confirmed to be present based on a composite sample of interior and exterior painted surfaces. As this was a limited assessment, it was not a comprehensive evaluation of asbestos, lead and other hazardous building materials. Additionally, the other site structures (e.g. Annex Building, Pioneer Elementary School, etc.) were not included in these prior limited HBMS.

A Targeted Brownfields Assessment (TBA) of the Site was approved in February 2024. Phase I and Phase II ESA reports were issued in May and November 2024 , respectively. The Phase I report identified the following recognized environmental conditions and areas of concern: known hazardous building materials in the Old Junior High School, unknown impacts of lead-based paint to site soils, and the potential for hazardous building materials in the Annex Building and Pioneer Elementary School buildings.
During the 2024 Phase II, lead was detected in surface soils in one 243 mg/kg) at a concentration exceeding the EPA Regional Screening Level (RSL) for Residential Soil (200 mg/kg) and regional background concentrations. This sample was collected from the dripline/foundation area along the northwest corner of the Old Junior High School Building. The lead concentration in this sample did not exceed the EPA RSL for Composite Worker Soil .

Hazardous building materials were identified in multiple Site structures. Asbestos containing building materials (ACBM), LBP, mercury-containing fluorescent light bulbs and polychlorinated biphenyls (PCBs) were identified in materials throughout the unoccupied Old Junior High School and Annex buildings and occupied Pioneer Elementary School Building.

An Analysis of Brownfields Cleanup Alternatives (ABCA) was developed in November 2024. To address lead contamination in soil at the property, the ABCA recommended removal and proper disposal of the contaminated soil. To address asbestos and other hazardous building materials, it was recommended to completely remove all hazardous building materials with a licensed hazardous material abatement and demolition contractor. Alternatively, if the structures at the site want to be maintained and renovated it was recommended that friable asbestos, asbestos debris and other damaged hazardous building materials be removed, and that any lead-based paint and remaining non-friable asbestos-containing materials be stabilized and appropriate management plans for future handling and maintenance of any remaining hazardous building materials should be developed.
