Additional Property Attributes

The subject property is currently an undeveloped grassy lot totaling approximately (1.5 acres). The lot has a parking area off Main Street (also called Barton Colerain Road or A. Street). A small road runs the length of the site to the south, providing access to neighboring residential properties. Steep Run flows along the northern property boundary of the site.

Based on the historical resources reviewed, the site was originally developed with a railroad system running along the southern portion of the site and a spur running along the northern boundary of the site according to the 1917 Sanborn map. A residence, garage, coal company store, and passenger depot also occupied the site during this time period. By the 1972 aerial photograph, all structures were removed from the subject property. The railroad was removed by 1994. Historical use of the subject property includes, but is not limited to, a residence, coal company store, passenger depot, railroad, and possibly a mine runoff treatment pond.
IA-1, Underground Storage Tank- The Fire Insurance map dated 1924 shows a gas tank next to the previously existing store structure, which was removed circa 1972. Based on the Department of Natural Resources Abandoned Mined Land Reclamation Project Phase II plan dated April of 1985, any underground storage tanks (USTs) and utilities were to be removed; however, it is not known if
any of the proposed work was carried out. No documentation could be found during the course of this investigation describing the tank, its capacity, its contents, if it was removed, and if closure testing was completed. This lack of information creates a significant data gap.

IA-2, Railroad Usage- The historical use of the Subject Property included a railroad from at least 1905 through at least 1994. Long-term use of the site as a railroad is considered a REC, based on the likely presence of:
? petroleum products and PCBs (Polychlorinated Biphenyls) from leaking diesel locomotive engines and hydraulics,
? heavy metals (including, but not limited to arsenic and lead) from the railway tracks and train components, and
? PAHs (Polycyclic Aromatic Hydrocarbons) from the wooden railroad ties used for the spur

IA-3, Coal Storage -The Subject Property consisted of the Y&O Coal Company store from at least 1917 through 1924. The transportation and storage of coal on the Subject Property may have resulted in a release of hazardous substances, including heavy metals, which is considered a REC.

IA-4, Mine runoff - Based on the Department of Natural Resources Abandoned Mined Land Reclamation Project Phase II plan dated April of 1985, Steep Run may carry runoff from the past upstream coal mines in the area. The possible presence of mine runoff on the Subject Property is a REC.
