2450 Altamont Drive is located in Klamath Falls, OR and is owned by Klamath County. The Site operated as a Texas Company (later known as Texaco) bulk plant between 1926 and 1999. The Site likely received gasoline and diesel fuels stored on-site in five aboveground storage tanks (ASTs) ranging from 12,000 ? 20,000 gallons in capacity.
The Site was damaged by a fire at the adjacent lumber storage yard located to the west in September 1999 which impacted the site?s ASTs Three ASTs were destroyed in the fire, likely resulting in a release of their contents on-site and fire-fighting foam that may have contained per- and polyfluoroalkyl substances (PFAS) was applied on-site. Two gasoline ASTs were not damaged by the fire and remained on-site until approximately 2006. The Site has been inactive since 1999 and currently contains one building estimated to have been constructed around 1926. Immediately south of the building is a bulk loading rack that is no longer in use.

Previous environmental assessments were conducted at the site in 2007 and 2008 and identified the presence of petroleum constituents in soil and groundwater on-site and off-site to the west. In 2011, remedial action took place at the site including the removal of three card lock pump islands, underground fuel lines, and the former AST containment area. Approximately 800 cubic yards of impacted soil were excavated the Site near the former AST containment area and near the former pump islands and 300 cubic yards of off-site soils were also excavated. The contaminated soils were taken off-site, treated via passive aeration techniques and then returned to the excavations as fill, following confirmatory sampling.
A Targeted Brownfields Assessment (TBA) of the Site was approved in April 2024 to conduct a Phase II ESA to confirm the current concentrations of petroleum constituents in soil and groundwater, as well as vapor intrusion risks following the 2011 remedial actions, evaluate potential PFAS impacts and the potential presence of hazardous building materials. A Phase II ESA report was issued in May 2025 with the following findings: 1) concentrations of petroleum constituents (benzene and ethylbenzene) were detected in subsurface soil that exceed the EPA RSLs for Resident Soil and/or Composite Worker Soil; 2) total petroleum hydrocarbons as gasoline range organics (TPH-GRO), total petroleum hydrocarbons as diesel range organics (TPH-DRO), benzene, ethylbenzene, and naphthalene concentrations in groundwater collected from one monitoring well exceeded Oregon Department of Environmental Quality (DEQ) risk-based concentrations (RBCs) for Residential and Occupational Tapwater and/or the EPA RSL for Resident Tapwater;
3) Perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) were detected at concentrations exceeding the EPA RSLs for Resident Soil and/or Composite Worker Soil in soil samples collected at approximately 1.5 feet bgs. In addition, PFOS, PFOA, and perfluorohexane sulfonate (PFHxS) concentrations in groundwater collected from two temporary monitoring wells exceeded EPA RSLs for Resident Tapwater. There are no current DEQ RBCs for PFAS. 4) Lead was detected in surficial soils along two dripline locations around the Site warehouse at concentrations exceeding the DEQ RBC for Residential Soil and the EPA RSL for Resident Soil; 5) A hazardous building materials survey was completed for the Phase II and identified LBP in interior and exterior locations of the warehouse building and on the loading rack structure. Mercury-containing fluorescent bulbs and suspect PCB-containing ballasts were also observed during the HBMS.
Klamath County?s proposed reuse for the Site is to sell the property for future redevelopment for commercial use. Deed restrictions at the property preventing future residential land use and groundwater use at the Site would eliminate the risk of on-site petroleum and lead exposure and certain PFAS concerns.
