Additional Property Attributes

This property is currently a residence and has been used for lawn mower sales and service for over 25 years. This business is marginal and it does not appear to have brought in much revenue. The previous owner operated a TV sales and service business. The prospective buyer of the property hopes to construct an 80-unit senior citizen apartment complex. The majority of the property is underutilized, and yet presents an excellent redevelopment opportunity in the center of the city once the environmental conditions are known. A Phase II assessment is planned to begin by October 1, 2009, using the ARRA-funded Petroleum Grant #2B-97707701. This Phase II will identify any recommended ICs or ECs. Asbestos testing was not done as part of the Phase I assessment so Asbestos is unknown and whether cleanup is required for that is unknown and with only a Phase I it is unclear if other contaminants identified require cleanup. Per Brian Smith, Coordinator, Air Quality Control, Springfield-Greene County Health Department: For asbestos, the owner/contractor must work with Building and Development Services for a permit, get a Missouri registered asbestos building inspector to do an inspection as well as send Air Quality a completed Asbestos NESHAP Notification of Demolition form. If inspection report indicates any friable or nonfriable asbestos containing materials are inside the structure, then it must be properly abated by a Missouri registered asbestos removal contractor before our office will sign off on the Permit Plan.

Former Use: The site consists of a residence and Bill�s Lawn Mowing Sales and Service, a small engine repair shop. The subject property has been utilized as a residence since 1963. Bill�s Sales and Service has also occupied the site since approximately 1987 and a TV sales and service business utilized the site during the mid-1980s. Prior to current improvements, the site was historically utilized as agricultural property.
