Former Use: The site was operated as a lumberyard since the early 1920s and has been vacant for the past decade. A Phase I ESA was completed using the City�s Brownfields Petro. Assessment Grant Funds, which identified several RECs. The property is now owned by the City and is currently undergoing redevelopment as the revamped Loves Park Playground. A coalition between the City, the Rockford Park District RPD, RPD Foundation, Carlson Boys & Girls Club, and Woodward Governor are actively involved. The City and RPD were awarded a 400,000 OSLAD Program Grant through the IDNR. The grant was only a portion of the project�s total cost and is only awarded if such local groups take up 50 or more of the total project cost. The redevelopment will also help develop the 6.49 acres that sit next to the playground for Woodward Governor, a government aerospace contract manufacturer. The previously land-locked facility has began expansion to develop a new 21.2 million dollar 47,700 ft2 Technology Center and a new cafeteria and employee lounge. A Phase II was completed in August 2008 that confirmed a number of soil/groundwater impacts from past railroad operations and a former onsite bulk petroleum plant. The property was enrolled in the IEPA�s SRP in October 2008. Clean-up costs related to the removal of ~27 tons of petroleum impacted soil were funded by the City�s general funds. In addition, the City provided City-owned equipment and labor to assist in the clean-up to keep project costs to a minimum. A NFR Letter was issued on 10/19/10 by the IEPA, which covers both soil and groundwater and meets strict residential clean-up standards. The City utilized their Haz. Substance Assessment Grant Funds to perform an Asbestos Inspection on the blighted structures that remained. The inspection allowed for the City to seek asbestos abatement bids and secure an abatement contractor prior to razing. The City provided 4,750 to abate the ACMs.
