The subject property is vacant, grass-covered land located northwest of the intersection of Boonville Avenue and Tampa Street in downtown Springfield. This property is part of the future IDEA Commons project for Missouri State University as one of the later developments planned for the project. Future plans are to construct an educational facility, offices, and other uses in support of Innovation, Design, Entrepreneurship and Arts in corrolation with the Jordan Valley Innovation Center. During the 2008 Phase I, The following recognized environmental condition was identified for the site: Groundwater contamination including tetrachloroethylene, methylene chloride, trichloroethylene, 1,1,1-trichloroethane, chlorobenzene, 1,1,2-trichloro, 1,2,2-trifluoroethane, ortho-dichlorobenzene, trichlorofluoromethane, and 1,1,2-trichloroethane, is known to be present at the site. No further groundwater or soil sampling was recommended, however, because the issues had been well-documented by the EPA and MDNR. It was recommended to perform additional records research for the site regarding the extent and degree of contamination and the type of remediation completed thus far. On December 10, 2008 a DNR File Review was performed instead of a Phase II report. The File Review recommended no Phase II assessment and suggested the creation of a Health and Safety Plan. The HASP will be used to address the arsenic concentrations in the soil. In 2009, a Phase I update was completed in accorance with AAI standards for the prospective purchaser. The following recognized environmental condition was identified for the site: Groundwater contamination including tetrachloroethylene, methylene chloride, trichloroethylene, 1,1,1-trichloroethane, chlorobenzene, 1,1,2-trichloro, 1,2,2-trifluoroethane, ortho-dichlorobenzene, trichlorofluoromethane, and 1,1,2-trichloroethane, is known to be present at the site. A visual survey for suspect asbestos containing materials was included as an additional scope of work item to the Phase I ESA however, since there are no structures at the Site, no suspect ACMs were observed. Although four of the detected surface soil arsenic concentrations are above the non-residential RBTL, the site average concentration of arsenic in surface soil is below the RBTL. Based on this data, there does not appear to be a significant risk to the site and Terracon would not recommend additional soil sampling at the site. If the surface soils are to be removed from the site during construction, disposal restrictions may apply, requiring some of the site surface soils to be disposed at a permitted disposal facility. Additional disposal characterization sampling may be required prior to disposal. The site is a Comprehensive Environmental Response, Liability, and Compensation No Further Remedial Action Planned site. The contaminants above are known, and NFRAP status was given to the property by the EPA in 1998. Two USTs were removed from the property in 1991. MDNR issued a no further action letter regarding USTs on 9/25/1991.
Former Use: The subject property has been unoccupied since approximately the mid 1990s. The Site was occupied by an electronic circuit board manufacturer from approximately 1973 to 1988. Prior to its use by the electronic circuit board manufacturer, the subject property was occupied by several buildings and numerous tenants including the following: a bakery from approximately 1910 to 1972, drycleaner from approximately 1940 to 1974, various attorneys from 1957 to 1972, photo service company and engraving company in 1952, a restaurant from approximately 1930 to 1947, residences from approximately 1920 to 1957, a construction company in 1967, a newspaper from approximately 1972 to 1974, and a screen printing company in 1988, among others.
