Additional Property Attributes

The predominant improvements to the subject site consists of seven two-story buildings constructed on concrete slabs that serve as a public housing complex. The Madison County Housing Authority plans to demolish these structures and replace them with modern, efficient, affordable housing. The Phase I ESA found no recognized environmental conditions associated with the subject site. A Pre-Demo Asbestos inspection report was completed 12/3/09. This report indicates that ACM materials found include roof flashing. Other hazardous materials include florescent light bulbs & ballasts, mercury vapor bulbs, mercury thermostats, smoke/carbon monoxide detectors, and freon in refrigerators/HVAC systems. MCHA has received a grant from the state housing development agency to demo these older housing structures and rebuild lower density, modern, energy efficient, quality apartments for families. The total development will consist of 74 units, 21 in Venice at Viola Jones and 53 in Madison at Garesche, and will contain apartments ranging from one to four bedrooms. The new housing communities will be called Gateway Apartments. Based on EPA approval, the Port agreed to fund a pre-construction geotechnical study at the subject site to facilitate the redevelopment. In March 2011 the Port assisted with the funding of a Bank Environmental Questionnaire and a Phase I update, both required by the project lender, U.S. Bank. Demo of these structures is anticipated to begin in June 2011 and construction of the new Gateway Apartments housing structures should begin in August 2011. The demo/construction costs associated with this project total approximately 4,950,000. Sources include: 555,000 from a Madison County Housing Authority public housing redevelopment loan, 120,000 from small grants from Madison and Madison County, and 4,275,000 from a loan with US Bank. The only jobs created are one part-time leasing clerk for the entire Gateway Apartments site.

Former Use: The subject site, the Viola Jones Public Housing site in Venice, Illinois, is currently owned by the Madison County Housing Authority and has historically been used residentially.
