Incorporate and encourage multi-modal transit opportunities in redevelopment activitiesPlanning, designing and building streets that enable access for all users, including pedestrians, bicyclists, motorists and transit riders. Brownfield redevelopment projects can incorporate sidewalks in their plans to allow for pedestrian traffic, outdoor public spaces to encourage community gatherings, and bicycle parking, bike share rentals, and bike trails to encourage biking throughout the community.

Additional Property Attributes

The properties included in this Phase I ESA report include a commercial/residential building located at 50 Elm Street and two vacant lots located at 1 and 4 Baker Court. The 1 Baker Court property is referred to as map 708 Lot 1, and the 4 Baker Court property is referred to as Map 708, Lot 5. All three lots are currently owned by River?s Edge Manchester II, LLC. The 50 Elm Street property is a somewhat rectangular-shaped piece of land consisting of approximately 0.32-acres occupied by a 7,400 square foot building used as a commercial business and residential apartment. The building was constructed in 1940 of a poured concrete foundation, brick exterior with wood framing, and an asphalt shingled roof. The property located at 1 Baker Court is a vacant lot. A former residence occupied the property but was recently demolished and no evidence of the former structure remains. The northern property boundary is formed by a 7 to 8 foot retaining wall. It is unknown if the subject property was backfilled to create a retaining wall. The property located at 4 Baker Court is currently a vacant lot. A residence formerly occupied the property but was demolished. No evidence of the residential structure remains.

Former Use: The properties are located in a residential and commercial area of Manchester. Information obtained from historic USGS maps, aerial photographs, interviews with the property contact, and City records indicate that the area was developed prior to 1905. The subject properties appear to have been historically used for residential purposes. Historic USGS Maps depict the 50 Elm Street property as being either occupied by or directly adjacent to a church however, Sanborn Maps depict the 50 Elm Street property as being adjacent to the church. The 50 Elm Street property was used as a private residence from its construction in 1940 into the early 1990s, at which time the Thibeault Corp. Heavy Equipment Company occupied the upper levels with offices. From approximately 1991/1992 to the present, the upper level of the property has been used as commercial office space. The 1 and 4 Baker Court properties were developed in 1920 and 1930 for residential use. The 1 Baker Court residence was demolished in 2003 and the 4 Baker Court residence was demolished in 2008.
