A fire station will be built on the property. Due to the presence of chlorinated solvents in the site groundwater, a vapor intrusion barrier will be required to prevent the intrusion of vapors into a structure which will be occupied around the clock. Due to the presence of chlorinated solvents in the site stormwater pond, a fence will be required around the pond to prevent access.

Additional Property Attributes

Future plans for the Chicora Tank Farm include a City park with ball fields, playgrounds, and track, plus the construction of a fire station. The Phase II ESA identified chlorinated solvents in an onsite stormwater pond and groundwater. A follow-up assessment delineated the horizontal and vertical extent of the chlorinated solvent plume, which is from an offsite source. A fire station will be built on the property. Due to the presence of chlorinated solvents in the groundwater, the potential for vapor intrusion exists. Remediation planning occurred for the site to design a vapor intrusion barrier system for the planned fire station.

Former Use: The Chicora Tank Farm CTF was constructed by the US Navy in 1943. Prior to development as the CTF, the property consisted of open land and residential development. The US Navy constructed six tanks of the "cut and cover" type, which consisted of the majority of the tanks below ground and covered with soil so that small hills appear on the site. Diesel fuel and waste oil were transferred to/from the Charleston Naval Base, which was located approximately 1,500 feet to the east, via underground transfer lines. In 2004, the tanks were demolished in place. Piping on the site were cleaned and plugged in place. Past monitoring on the property found petroleum contamination in the soils, groundwater, and sediment. A Phase I ESA completed May 30, 2008 found the following RECs: the current Land use Control implementation on the property document presence of petroleum product and petroleum constituents in the soil, sediment, and groundwater on the property presence of former structures on the property fuel tanks, fuel piping, and associated utilities that formerly contained petroleum four, circular areas devoid of vegetation with cause unknown a past report indicated the past presence of hazardous materials paints, lubricants, fuels in a structure that was not able to be entered for inspect unknown source of fill materials on the property and, two off-site facilities are considered offsite RECs due to current regulatory status, type of contamination, and/or assumed direction of groundwater flow.
