Additional Property Attributes

The property is located at 13050 Paramount Boulevard in South Gate, Los Angeles County, California and occupies approximately 1.32 acres in a mixed-use residential and commercial area. Comprised of an 18,000-square-foot vacant building used as grocery store and a parking lot, the property is bounded by Gardendale Street to the north; residential developments to the east; McKinley Avenue, Hi-Tech Cleaners, and residential developments to the south; and Paramount Boulevard and commercial developments to the west. The Targeted Brownfields Assessment (TBA) Applicant, the City of South Gate, owns the property. The Applicant has an interest in demolishing the Site building and constructing new residential housing. In 1985, three underground storage tanks (USTs) were removed from one of the two adjacent sites. Because the USTs were noted to be in good condition and no staining was observed in the soil at the time of removal, the USTs. In 2000, a Phase I Environmental Site Assessment (ESA) was performed on the Site. During the Phase I ESA, observed suspected asbestos-containing material (ACM), suspected lead-based paint (LBP), and electrical equipment suspected of containing polychlorinated biphenyls (PCBs). Two historical adjacent properties were identified as former service stations in operation from the 1940s through the 1970s. In 2001, a preliminary endangerment assessment (PEA) work plan was prepared to conduct soil and soil-gas sampling at the property for the Los Angeles County Office of Education. According to the PEA work plan, soil samples would be collected and analyzed for volatile organic compounds (VOCs), metals, pesticides, and PCBs. Soil-gas samples would be collected analyzed for VOCs. In 2001, an analytical report was prepared based on soil samples collected in the parking lot of the property. According to the report, several metals in soil were detected. VOCs, pesticides, PCBs, and semivolatile organic compounds (SVOCs) in soil were not detected. The analytical report is likely associated with the 2001 PEA work plan based on the dates of the samples and client name. In 2003, a hazardous building materials survey was performed at the property and identified ACM, asbestos-containing construction materials, LBP, and light fixtures noted to potentially contain PCBs. In 2003, a geotechnical investigation was performed at the property. In 2020, a Phase I ESA was performed at the property and identified Hi-Tech Cleaners, a former dry-cleaning facility in operation from 2006 to 2014. This former dry-cleaning facility is located immediately southwest of the property and considered a vapor encroachment concern (VEC) due to lack of soil-gas data at the property. A Phase II ESA was performed in 2023 and identified the presence of VOCs exceeding project screening levels in soil-gas samples at the property. Recommendations for contaminated soil-gas indicate a vapor mitigation system to prevent entry of vapor into a building and; therefore, migrate potential impacts on human health if the property is designated for residential use may be required. Prior to any development at the property, the use of a licensed vapor mitigation system professional is recommended.
