Additional Property Attributes

The subject property is located on the southern half of the city block bounded by the vacated Division Avenue to the northeast, 10th Street to the southeast, East Broadway to the southwest, and 9th Street to the northwest in the City of East St. Louis, St. Clair County,Illinois. The subject site is located within the boundaries of the East St. Louis Medical District. Currently owned by the former owners of St. Mary's Hospital, a developer is interested in the site for use as an Urgent Care facility. This developer required a site status letter to receive funding from the local Enterprise Zone, which SWIDA agreed to fund with its EPA grant. Once this letter was provided, the developer asked for a full Phase I ESA, which was provided. The Phase I ESA noted the following RECs: -Adjoining properties to the northeast, south, and southwest of the subject site either appear in regulatory databases as previous locations of USTs or appear to have been UST sites based on site inspection observations: -The UST site to the northeast of the subject site, is the East St. Louis Post office. A No Further Action NFA letter for this site indicates that closure and cleanup was completed in 2004. - East St. Louis School District 189/Hughs-Quinn Jr. High School/New Lincoln school adjoins the subject site to the south. According to available regulatory information, no NFA letter has been issued for this site. - The adjoining property to the southeast of the subject site is currently a Quik Mart Grocery, that appears to have been previously operated as a filling station. Historical maps reviewed indicate that this site operated as a filling station from at least 1955 to 1968. No regulatory information regarding USTs at this site were available. A geotechnical memo for the subject site, dated January 19, 2006, prepared by Hurst-Rosche Engineers, Inc. reported the results of a geotechnical investigation consisting of 7 structural borings and 4 auger borings. According to this memo, a petroleum odor was noted to be present in the last 7.5 feet of Boring #4, located near the southern corner of the subject site. The memo theorized that "this petroleum product is associated with the LUST site located directly south of the subject parcel currently owned by the local school district." Based on the regulatory information reviewed regarding the East St. Louis School District Site, the presence of a likely former filling station to the southwest of the subject site, and the results of the geotechnical investigation indicating petroleum contamination on at least the southern portion of the subject site, a potentially significant environmental liability exists. This evidence of contamination on the subject site is considered a recognized environmental condition. Subsurface investigation would be required to further evaluate this issue. A limited Phase II site investigation was conducted on this site and a neighboring site at the same time to keep costs down. Based on the results of this investigation, soil & groundwater contamination above residential ROs was not detected.

Former Use: The subject property is located on the southern half of the city block bounded by the vacated Division Avenue to the northeast, 10th Street to the southeast, East Broadway to the southwest, and 9th Street to the northwest in the City of East St. Louis, St. Clair County, Illinois. The site is currently owned by Ancilla Systems, Inc. The site was formerly developed by residences and a used car lot.
