The Site is located at 2500 St. Clair Avenue in East St. Louis, Illinois. The Site lies in a mixed commercial and residential area and is currently developed by One Stop Liquors. As this site is located just off I-64, on 25th Street a direct route to the 25th & State Retail Development, the developer/site owner is interested in redeveloping this site as a convenient store and retail/commercial stores to build on the successful 25th & State development. A Phase I ESA was conducted in July 2009 by SCI Engineering and identified the following RECs: 1. The subject site was formerly used as a filling station 2. A former gas station, auto repair shop, and tin shop were located on adjoining properties. A Phase II - Preliminary Site Investigation - was conducted in July 2010. Test trenching conducted to find former UST systems, determined that previous UST systems had been removed. Soil and GW samples were analyzed for TPHs, VOCs, SVOCs, and metals per Illinois EPA's TACO. Elevated detection limits were reported for SVOCs in five soil samples. Tier I ROs were exceeded for lead and napthalene in two soil samples. No COCs above Tier I ROs were reported for GW. This Phase II has been provided to the developer/site owner, who has presented it to the City of East St. Louis in anticipation of receiving a Redevelopment Agreement. The consultant & the City have agreed that the limited site contamination can be managed with engineered barriers. The City will not required the site to be entered into the State voluntary cleanup program. A Redevelopment agreement is soon to be approved by the City.

Former Use: The subject site is currently operated as a liquor store. A portion of the site is occupied by the store. The remainder of the site is gravel and weed covered. Currently owned by Jalil & Kherieh Jaber, it was purchased circa 1994 from Bernard Hayes. Historic research indicates that the subject site was operated as a filling station in the 1950s-1960s.
