Additional Property Attributes

The property consists of approximately 3,700 acres of land located approximately 27 miles southwest of Sells in Pima County, Arizona. The property is located within a rural area on Tohono O'odham Nation (TON) land and is bounded by vacant land on all sides. The property contains fallow agricultural land; one shop building; multiple building foundations; one unused airstrip; three unoccupied residential trailers; one shed; eight areas containing aboveground storage tanks (ASTs), including one AST on a trailer; one solid waste disposal area; two open dumps; and three gypsum piles. A U.S. Border Patrol outpost is located within the property boundary but is not considered part of the investigation area. The property is owned by the TON and the TON Environmental Protection Agency is the Targeted Brownfields Assessment (TBA) Applicant. The Applicant has an interest in using the property for natural grazing purposes or a commercial venture. The property was developed between 1957 and 1961 for commercial farming purposes by a private entity; however, the venture was unsuccessful and farming activities were taken over by the Papago (now TON) Farming Authority. The farming operation produced cotton and alfalfa, and operations included one airstrip, one shop building, multiple buildings used for material storage, and three residential trailers. The airstrip was developed for use by a crop-duster airplane. According to the Applicant, an airplane only visited the property for crop-dusting and refueling purposes and was never parked or stored on the property. Eight ASTs containing petroleum, herbicides, and pesticides are present on the property. Additionally, one solid waste disposal area, two open dumps, and three gypsum piles are on the property. A Phase I Environmental Site Assessment (ESA) was performed in January 2024 and identified the following four recognized environmental conditions (RECs): 1) Based on the years the existing and former subject property structures were constructed (pre-1950s), lead-based paint (LBP) was possibly used during initial construction. The possible presence of lead contamination in the soil along roof drip lines from externally applied LBP is a REC to the property; 2) Multiple areas containing ASTs containing petroleum, herbicides, and pesticides were observed on the subject property and are RECs to the property; 3) An area was observed to be used for the disposal of solid waste, including tires, metal, and plastic tanks, and is a REC to the property; 4) Two unregulated open dumps were observed on and directly adjacent to the property and are RECs to the property. In addition, the following environmental concern was identified at the property: Based on the years the existing and former subject property structures were constructed (pre-1950s), asbestos-containing material (ACM), LBP, and polychlorinated biphenyls (PCBs) were possibly used during initial construction. The possible presence of ACM, LBP, and PCBs in the building materials is an environmental concern to the subject property. A Phase II ESA was performed in January 2024 and identified the presence of contaminants in soil and gypsum piles at the property. Lead and the pesticide, 4,4-dichlorodiphenyldichloroethene (DDE), were detected at concentrations exceeding project screening levels in surface soil samples along building drip lines. Total petroleum hydrocarbon (TPH)-oil-range organics (ORO) was detected at concentrations exceeding project screening levels (residential and commercial) and metals were detected at concentrations exceeding project screening levels in soil samples at the AST areas. TPH-ORO, metals, SVOC, and pesticides were detected at concentrations exceeding project screening levels in the solid waste area samples. Metals and SVOC were detected at concentrations exceeding project screening levels in dump area 1 soil samples.
