Additional Property Attributes

A building currently owned by Grace Episcopal Church, that is located at 112 N. Fifth Street, has been vacant since December 31, 2007 when funding for the AIDS Outreach program that was located there was terminated. A memorandum of understanding and option to purchase the property has been negotiated between New Bethany Ministries and Grace Episcopal Church through which New Bethany Ministries will pay half of the appraised value the other half will be a donation to New Bethany Ministries for this new service for chronically homeless individuals. The transaction has been approved by the Episcopal Diocese of Bethlehem. The use of the property for six single room occupancy units in a small group home has been approved by the Zoning Board of the City of Allentown. This project will involve the purchase of the property at 50 of appraised value and the total rehab of the building. The top floor will have meeting and conference spaces. The lower two floors will have six single room units, three bathrooms, a living room, a laundry area, and a kitchen/dining room. There are six parking places in the back of the property. New heating and air conditioning systems, new room configurations, a new group kitchen, three new institutional quality bathrooms, new laundry facilities, a sprinkler system, new institutional quality tile flooring and sub-flooring, a computerized camera security system, a new fire exit system, and cosmetic exterior improvements are included in the plan. The project will be one of the basic parts of the implementation of �Allentown�s Plan to End Chronic Homelessness by 2017� that was published on June 4, 2007. Case managed housing for six chronically homeless individuals will be provided by New Bethany Ministries in the building. Rent subsidies and wrap-around services for the residents will be provided by the Lehigh County Conference of Churches through its grant from HUD for this purpose. HUD has recently approved the necessary changes to the grant to permit subsidies for this type of facility. Other services, such as free groceries and GED classes will be provided by Grace Episcopal Church. Letters of agreements between New Bethany Ministries and these two partner agencies have been negotiated and signed. This project will serve chronically homeless adults. Only individuals referred by the HUD funded Chronically Homeless services program of the Lehigh County Conference of Churches will be eligible for residency. The goal is to move chronically homeless individuals into appropriate, affordable, safe and secure housing, and to provide the services necessary so that they can remain housed. Ending Chronic Homelessness is both a national, and a City of Allentown priority. The presence of chronically homeless people is a major expense to all social, health and police services it also contributes to a sense that the city is a dangerous and uncaring place. Both HUD and the City of Allentown have launched plans to end chronic homelessness by 2017. HUD defines a chronically homeless person as �an unaccompanied homeless individual with a disabling condition who has either been continually homeless for a year or more, or has had at least four episodes of homelessness in the past three years. The chronically homeless are people living with a severe mental illness, substance abuse disorder, physical disability, or medical problem such as HIV/AIDS.� Exact statistics are difficult to obtain because this population changes, and because such individuals avoid normal census type activities. Nevertheless, local agencies attempt to gather statistics. According to the First Lady�s Task Force report, in 2005 it was estimated that there were about 109 such persons in the Allentown area.
