Additional Property Attributes

This property is part of the Pecatonica Hiking Trail that will link Rockford with the City of Freeport.

Former Use: The area investigated is located at 222 Cedar Street in Rockford, Illinois. It is located along the western bank of the Rock River south of the intersection of South Main Street and Cedar Street. The portion of property that will be investigated consists of approximately 0.65 acres. The area surrounding the Tapco site is mostly industrial/commercial. The area to be investigated by Illinois EPA is mostly covered by asphalt and/or concrete. According to historical Sanborn Fire Insurance Maps, this area contained manufacturing processes from the late 1870�s until the mid 1950�s. Types of activities and/or processes that took place in this area included machining, tinning, acid storage, auto repair, painting/lacquering, printing, and possibly two underground storage tanks. The property is currently under private ownership but the City of Rockford has entered into an option to purchase it pending the due diligence activities. The City of Rockford is planning to take title of the property for the purposes of redevelopment of the site and adjacent parcels into a recreational park that includes Davis Memorial Park. Fehr-Graham, consultants for the City of Rockford, conducted a Phase I Environmental Site Assessment in September 2010. The Phase I identified several Recognized Environmental Conditions that have been and are currently being investigated. On February 28, 2011, the City of Rockford passed Resolution 2011-017R that requested Illinois EPA to provide assistance to the city to help reclaim former industrial land along the Rock River. The investigation will be a cooperative effort between Illinois EPA, the City of Rockford, and Fehr-Graham and Associates.
