BTA was conducted for the City of Newton to evaluate a wastewater treatment plant expansion project. The City has proposed to expand its facility, but environmental uncertainties related to former contamination associated with a VCP cleanup within the expansion boundaries was hindering the engineering designs. Numerous RECs identified and described in the Phase I Report. A Phase II was conducted in Sept. 2012 and a total of five soil and seven groundwater samples were collected and submitted to the laboratory for volatile organic compound (VOC), total petroleum hydrocarbon (TPH) diesel range organic (DRO), metals, and nitrate analysis. Results of the Phase II indicate TPH DRO surface soil impacts in the AST area above the KDHE RSK levels. No other contaminants of concern (COCs) were present in the soil. TPH DRO and arsenic were detected in the groundwater samples collected on the northeast portion of the property exceeding the KDHE RSK levels. The petroleum contamination present in the surface soil of the AST area has been referred to the KDHE Storage Tank Section for further evaluation. Based on the data collected during the Phase II and review of the most recent data collected at an upgradient/adjacent VCP Site, the TPH DRO and arsenic detects in the groundwater are likely attributable to the aforementioned VCP Site which was identified during the Phase I as a REC.
