"This property is located in a blighted area of Joplin. Revitalization of this historic district is a priority for the City of Joplin. The City plans to develop this building as office space. The Phase II ESA identified ACM and LBP in the building, which should be either abated or encapsulated prior to remodeling." Former Use: This site is a former mortuary and Salvation Army The building is located in a blighted area identified by the City of Joplin as a future historical district. The site is owned by Neal Group Construction. A Phase I Environmental Site Assessment (ESA) was conducted in August 2010 and noted the potential presence of lead-based paint (LBP), asbestos-containing materials (ACM), fluorescent bulbs with possible hazardous materials as ballast, a potential mercury-containing switch, and deteriorated paint cans. The Phase II ESA identified ACM and LBP in the building, which should be either abated or encapsulated prior to remodeling. The site was enrolled in the Voluntary Cleanup Program. Asbestos abatement included the removal of floor tile with associated mastic, thermal system insulation, window caulk, and fireproof doors. Lead-based paint was removed from the interior perimeter walls, concrete floors, window components, interior walls, doors and components, pipes, and ceilings via sand blasting and stripping. Paint waste from the scraping and blasting was collected into containers and tested prior to off-site disposal. Polychlorinated Biphenyls (PCB)-containing ballasts and fluorescent bulbs were removed and recycled during the asbestos abatement activities. The remediation plan mentioned several miscellaneous hazardous materials such as an air condition unit, pigeon droppings and two smoke detectors that were removed from the buildings and properly disposed of.
