Additional Property Attributes

BTA conducted for the City of Leavenworth for a property with environmental uncertainties that is proposed for redevelopment. In addition, due diligence of the lots was necessary since property acquisition or a property swap of lots may occur between the City and redeveloper. RECs were potential petroleum contaminants and hazardous substances associated with the historical ownership of the property by Great Western Manufacturing. Potential releases of heavy metals and PAHs may have impacted soil and groundwater on the property from past operations. Due to the potential for impacts to soil and groundwater, a Phase II assessment is recommended to commence. A Phase II was conducted on February 8, 2012. One soil and one groundwater probe were conducted on the property. Soil and groundwater samples were submitted for metals and PAH�s. The groundwater sample was field filtered to report dissolved metal concentrations. Arsenic was detected in the groundwater, and arsenic and chromium in the soil at levels exceeding the KDHE RSK. The arsenic in the groundwater has been officially referred to the KDHE Site Assessment Program for further assessment to determine if the elevated levels of arsenic are naturally occurring or related to a point source. Chromium in the soil on the south lot (59 mg/kg) exceeded the KDHE residential RSK of 33.6 mg/kg. A background concentration of 11 mg/kg has been established for the area based on the Leavenworth Tire Town BTA (dated July 31, 2001). The detection on the south lot would therefore also exceed three times the background concentration. In summary, arsenic in the groundwater and chromium in the soil are present at levels above KDHE RSKs. Given the reuse as a parking lot, it is recommended that an Environmental Use Control (EUC) be placed on the property to restrict groundwater use on the property, as well as restrict it from being used as a residential property. KDHE conducted a Site Evaluation in April 2012 in which three groundwater and three soil samples from 2-4' in depth were collected from Choctaw Street just north of the lot and analyzed for metals. One soil sample indicated arsenic at 19 mg/kg while another sample indicated chromium at 39 mg/kg, both exceeding their respective RSK levels. Arsenic was detected above its RSK level in one groundwater sample at a concentration of 0.026 mg/L in the same hole as the soil sample with arsenic above its RSK level. Manganese was detected above its RSK level in all three groundwater samples. KDHE conducted a Preliminary Assessment in July 2014 and collected direct-push soil samples from 17 locations and direct-push groundwater samples from 8 locations within two blocks of the south lot. Arsenic and lead were detected above their RSK levels in two soil samples from the south lot. Cobalt was detected above its RSK in one of the samples from the lot. Arsenic was also detected above its RSK level in one background sample. Arsenic and barium were detected above their MCLs in a groundwater sample from the property adjacent to the west of the south lot and arsenic was detected above its MCL in a groundwater sample from the property adjacent to the south of the south lot. During fieldwork it was noted that foundry-type waste was present from near the ground surface up to ten feet below ground surface on the south lot and the properties to the west and south. The waste is red, dark brown, or black sand to gravel-sized pieces. A RPID search was conducted and a responsible party was not identified. the site was transferred to KDHE's Orphan Sites Program.
