Additional Property Attributes

The parcel is developed with an administrative building (former residential dwelling), a main building (former school building), a female dormitory building, a maintenance building, a library, a greenhouse, a utility building, a recreational building, and two storage buildings. The grounds surrounding the buildings include asphalt-paved and concrete parking areas and driveways, sidewalks, and landscaped areas. A basketball/tennis court area is located on the southern most portion of the property. The administrative building is currently used as offices for the Community Development Corporation. The remaining buildings on site are vacant.

Former Use: According to the 2011 Phase I ESA report, the site was originally developed as the St. Francis School. The site was identified as the St. Francis School in 1955 and the main building was constructed in 1951. The site was later utilized as a minimal security correction center from 1976 until 1993. According to the Phase I ESA report, Ms. Forestine Watson-Haynes stated that the correction center closed in 1998 and the site has been utilized as administrative offices for the Community Development Corporation since 1999. According to the 2010 Phase I ESA report, Ms. Nicole Lizotte with TDEC UST Division stated that the Hickory Street facility had a heating oil tank that was removed from the subject property in 1996. According to Ms. Lizotte, there is no documentation of any samples collected during the tank closure. Industrial processes that occurred at the site included storage and use of petroleum products and solvents.
