Additional Property Attributes

The property and surrounding properties were used as a municipal landfill in the 1960s, which represent onsite and offsite RECs. Additionally, the northern adjacent properties was used as a fertilizer bagging and mixing facility. Lastly, a property to the northeast contains a leaking UST, which may impact the property. The site is currently developed with a city park. The Phase II ESA identified elevated concentrations of metals (attributed to natural background concentrations, PAHs, and one PCB in site soils. Antimony, arsenic, and bis(2-ethylhexl)phthalate were detected above MCLs in groundwater samples from the temporary wells, but no MCL-exceedences in the permanent wells. Elevated PAHs, arsenic, and thallium were detected in site sediments. Metal concentrations are typical of background concentrations. Antimony and arsenic were detected in site surface water, which is also attributable to background concentrations. Landfill gas concentrations were detected at the site and appears isolated to the center of the site. GEL recommended a groundwater-use restriction and vapor mitigation system for any future buildings. No additional assessment was recommended.

Former Use: The property was used in the 1960s as a municipal landfill. In the late 1960s, the property was covered with soil and has remained as a vacant, undeveloped lot. The property has remained in private ownership until the City of North Charleston purchased the property in 1980. Since its ownership by the City, the property has been maintained as a city park.
