Additional Property Attributes

No significant TPH impact found at former UST location and other areas investigated at the site. Lead and cadmium concentrations were detected in shallow soil exceeding CHHSLs.

Former Use: The northern parcel and a portion of the southern parcel are undeveloped land partially covered with vegetation. An unoccupied shop/warehouse, an unoccupied office building, a portable metal storage container, and paved areas are on the southern parcel. Former structures on the Site (not necessarily concurrently) from at least 1898 until at least the early-1960s have included dwellings, a �shanty,� a �kitchen� building, outbuildings, coops, a stable, garages, a �rock and sand bunker,� and a �cement warehouse� (a former garage). It appears that the existing shop/warehouse and office building have been on the Site since at least the late-1920s and early-1950s, respectively, and that structures associated with a former concrete batch plant (e.g., a mixer and silos) were on the unpaved portion of the southern parcel from at least the early-1950s until at least the mid-2000s. The northern parcel of the Site was previously occupied by residences and the southern parcel was occupied by a ready-mix concrete batch plant owned/operated by Pac Cement & Aggregates Inc., Visalia Ready-Mix, CE Ready Mix, and Vicon. A 10,000-gallon diesel UST previously used at the Site was abandoned and converted to a sump for concrete truck wash-out water in 1994. The local regulatory agency responsible for permitting and oversight of USTs does not have records associated with the two 10,000-gallon gasoline USTs reported by EDR. Based on analytical results for soil samples obtained in the vicinity of and beneath the 10,000-gallon diesel UST, the local regulatory agency approved the use of the diesel UST as a sump to store wash-out water and granted closure for the UST and indicated that no further action was required. Observations suggested that a square metal plate with drain holes within an unpaved area east of the onsite shop/warehouse provided waste access into the sump.
