Additional Property Attributes

The City of West Palm Beach Community Redevelopment Agency ("CRA") has received bids for redevelopment of a property located on this landmark site. The �Site� for the purposes of grant funding consists of 2.3 acres of a larger property that is slated for redevelopment. The City has embraced the concept of utilizing the Site for a prominent hotel use but is amenable to alternative uses. The Site has the strategic advantage of having a prominent water view, maximum visual exposure to the ICCW and, at certain heights, to the ocean. The Site is located in close proximity to Clematis Street, a nationally recognized retail district, as well as a 30 million Waterfront Promenade. The Phase I/II environmental site assessment and asbestos survey were conducted to support redevelopment. A Site Assessment Report outlining additional assessment activities conducted at the site based on the findings from the Phase II ESA was submitted to the TCRPC on September 25,2013. Results from the assessment activities completed at the Site identified BaP impacted soil samples at the northeastern portion of the Site. BaP concentrations exceeding SCTLs was observed in in the zero to two and two to four foot depth intervals. The SAR documenting soil impacts was approved. A Soil Managment Plan was prepared and approved by FDEP to be implemented during development and construction activities at the site in liue of costly and lenghtly remediation efforts. The bidders will be provided with this information to be incorporated into future planning and redevelopment.

Former Use: The most recent occupant of the property was the City of West Palm Beach City Hall. The city hall building and associated parking lot remain on the property. Historical occupants of the property include garage and tire/repair shop facilities with associated underground storage tanks, laundry facilities, an ice factory and other commercial facilities. The railroad tracks crossed the site from 1903 to 1920 at a minimum. A UST associated with the emergency generator for the existing building operated at the site between 1979 and 1996.
