Additional Property Attributes

The Site is the former General Electric (GE) Aircraft Engines manufacturing plant located at 62 Tremont Street in Everett, Massachusetts. The Site is approximately a 40-acre vacant parcel that was operated by GE as an aircraft engine manufacturing plant from approximately 1941 to 1989. All of the former manufacturing buildings have been demolished. The Site is listed by the Massachusetts Department of Environmental Protection (MassDEP) as a Massachusetts Contingency Plan (MCP) Disposal Site; Release Tracking Number (RTN) 3-0311. In the late 1990s, GE completed remedial actions at the Site that included installation of a soil cap to minimize the potential for human exposure to on-Site contaminated soil. In July 2000, GE submitted a Class A-3 Response Action Outcome (RAO) Statement to MassDEP to close out the Site under the MCP. The Class A-3 RAO included an Activity and Use Limitation (AUL) to limit future site activities and uses to industrial and commercial. The majority of the Site is planned for redevelopment as a commercial/industrial office park (the RiverGreen Technology Park). Soil testing performed by ESS in November and December 2008, on behalf of the Site owner, revealed the presence of VOCs, petroleum hydrocarbons, metals and PAHs in subsurface soil at concentrations above MCP S-1 soil standards. Limited groundwater testing completed by ESS in January 2009 indicated the presence of VOCs in one monitoring well above applicable MCP GW-2/GW-3 standards. Metals, EPH and target PAHs generally were not detected in the groundwater samples collected in January 2009.

At the time of the Phase I ESA, a portion of the property along the riverfront is proposed to be redeveloped as a public canoe/kayak launch. The larger development of the Riverside Drive area includes public parking and areas designated for passive recreational use. When complete the Riverside Drive area will connect, via a network of walking paths along the Malden and Mystic Rivers to the Gateway Shopping Center and Encore Boston Harbor. The redevelopment of the Property as a canoe/kayak launch will improve residential life in and around the area. The project was put on hold following the COVID-19 pandemic, therefore the Phase II was never completed.
