KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) on a property located at 2809 N. Broadway Street in Pittsburg, Kansas. The Phase I BTA was conducted for Spachek Properties, LLC (with City support) for a property with an underutilized office building proposed for renovation and reuse. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as the historical use of the adjoining north, northwest property as a former smelter. Previous investigations of the former smelter property identified elevated concentrations of metals in surface and subsurface soils above the KDHE Risk Based Standards (RSK) Levels, including along the shared property boundary with the BTA property. Due to the potential for soil and groundwater impacts from the adjacent former smelter property, a Phase II assessment was conducted. A total of seven soil samples were collected and submitted for laboratory analysis of heavy metals (arsenic, cadmium, lead, and zinc) during the Phase II investigation. All four contaminants of concern (COC) were detected in the soil; however, lead was the only COC detected at a concentration above the residential and non-residential KDHE RSK Levels, 400 and 1,000 mg/kg, respectively. The elevated detection of lead was observed at only one of the boring locations, therefore, a supplemental investigation was initiated in March 2013 to delineate the extent of lead impacts surrounding this one area. A total of 24 soil samples were collected and analyzed for arsenic, cadmium, lead, and zinc in the field using an XRF analyzer. Eight soil samples were submitted to the laboratory for confirmation. Results of the Phase III XRF analysis indicated average lead concentrations ranging from 25 to 481 mg/kg. The only sample to exceed the KDHE RSK residential level of 400 mg/kg was collected from SB-4A (2-3 ft), located approximately 10 ft north of the original SB-2 location. The average lead concentration detected in the soil boring (SB-2A) located just one foot east of the Phase II SB-2 location was only 121.33 mg/kg; significantly lower than 31,000 mg/kg. Laboratory data generally correlated with XRF testing; however, laboratory results were consistently lower than reported XRF values. In particular, the lead concentrations reported by the laboratory ranged from 13 to 210 mg/kg. Based on results of the Phase III investigation, the elevated lead impacts to soil previously identified on the BTA property during the Phase II assessment could not be confirmed. More specifically, the previous lead level of 31,000 mg/kg detected at SB-2 was not duplicated in any of the soil samples collected in the area of SB-2 and is considered to be an outlier. Further, while the XRF characterization identified arsenic, cadmium, and lead levels slightly above KDHE RSK residential standards, laboratory confirmation results did not report metals concentrations above KDHE RSK levels, with the exception of arsenic which are consistent with background conditions. Based on the data collected during the BTAs, further investigation under the Brownfields Program was not recommended and the property was cleared for redevelopment. The former lead-smelter on the adjoining property to the north/northwest of the BTA property is currently being addressed by the KDHE State Water Plan Program as the Weir City Works No. 2 Site, and future investigation of the Weir City Site may include portions of the BTA property.
