KDHE conducted a Phase II Brownfields Targeted Assessment (BTA) to aid the City in redeveloping the property into residential housing. The purpose of the Phase II BTA was to further evaluate the significant findings identified through a previous Phase I assessment, completed on behalf of the City by a third party in December 2012. A supplemental review of the Phase I report was conducted to determine which findings presented as �significant� would constitute �Recognized Environmental Conditions� (RECs) and potentially warrant additional investigation. Based on review of the Phase I report, RECs were identified as the potential release of petroleum and/or hazardous substances during demolition and associated waste management practices of the former school building and historical smelting operations within the vicinity. A total of 10 soil samples were collected and submitted to the laboratory for heavy metals and two soil samples were also submitted for total petroleum hydrocarbons and volatile organic compounds analysis. Based on the results from the investigation, no contaminants of concern (COCs) were detected in the soil above the KDHE Risk-Based Standards for Kansas (RSK) residential soil levels. Cadmium was detected in the groundwater exceeding the KDHE RSK residential level. However, based on the data gathered during the Phase II, the shallow groundwater encountered is perched, intermittent, and low-yielding. Additionally, the City�s public water supply is obtained from the Ozark Plateaus Aquifer, Rubidoux Formation, at depths greater than 600 feet below ground surface. In accordance with KDHE-BER's Policy No. BER-RS-045, it was determined the shallow groundwater encountered at the Site is non-potable due to low yield and is not used for human consumption or other domestic purposes. Therefore, further investigation is not warranted and the property is cleared for redevelopment.

Former Use: Historical uses of the property include: health care facility, elementary school, and child care facility (1906-2011). Currently, property is vacant.
