The KDHE conducted this Phase I Brownfields Targeted Assessment (BTA) for the City of Leavenworth on a property with environmental uncertainties that is proposed for reuse. Based on the Phase I report, RECs were identified as potential hazardous substances associated with the historical use of the property as a former dry cleaning and grain storage facility and potential groundwater contamination from petroleum contaminants and/or hazardous substances associated with the historical uses of several adjacent properties including a former machine shop, brass foundry, auto sales and repair facilities, dry cleaning facility, and a former service station. Due to the potential for impacts to soil and groundwater, a Phase II investigation was performed in May 2013.Results of the Phase II indicated detectable levels of barium, arsenic, and selenium in the groundwater; however, all reported concentrations of dissolved metals were below applicable KDHE Risk-Based Standards (RSK) levels. VOCs and TPH GRO were not detected above laboratory reporting limits in any of the groundwater samples. One soil sample from SB-3 was submitted to the laboratory to further assess the fill materials encountered in this area. This sample indicated detectable levels of all RCRA metals but did not exceed any applicable KDHE RSK levels. No other contaminants of concern were detected in the SB-3 soil sample above laboratory reporting limits. An Asbestos Building Survey was also conducted as an additional scope outside of the brownfields environmental assessments. Based on results of the Phase II investigation, further investigation is not warranted and the property is cleared for redevelopment. Asbestos containing material (ACM) was identified in the building and will need to be properly addressed prior to and/or during any renovation or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos.
